Barangay Rule of Law Seminars
Philippine Center for Civic Education and Democracy’s program Barangay Rule of Law Program also known as “BRLS” is designed to deepen democratic values among citizens at the grassroots level. It is based on the premise that strengthening democratic institutions, while important, require committed and active citizenship from the people. BRLS focuses on the peacekeeping function of the Barangays through the Lupong Tagapamayapa (peace council) by empowering them with technical knowledge on the Katarungang Pambarangay System (Barangay Justice System) as well as dispute resolution skills. But what separate PCCED’s BRLS from other barangay rule of law program is our insistence that the barangays can into “schools for citizenship.”
As one of the participants from the Women Sector reflects after the BRLS Batch 1 Training in Pilar Sorsogon, she emphasizes that:
“It is important for us citizens to help government address our problems. This requires willingness on the part of ordinary people to join programs like this.”
Also a participant in the recent BRLS Batch 1 Training in Jagna Bohol said:
“We are able to understand the importance of our role in community-building. We were able to value and appreciate the Katarungang Pamabarangay in helping us resolve community conflict.”
